Charles Belle, Executive Director
Charles Belle serves as the Executive Director of Blockchain Advocacy Coalition. Charles is an influential leader with a deep background in running and supporting policy and technology organizations. He has served as Chief Operating Officer of a layer-1 blockchain startup and a compliance attorney to many growing protocols. Charles formerly founded and led the Startup Policy Lab and San Francisco-based Center for Innovation focused on developing research and tools to leverage tech solutions in the public sector. Charles served on Governor Newsom’s Tech Policy team, is a non-residential Fellow with the Stanford University Center for Internet and Society. He sits on the Board of the Voting Rights Brigade, Black Founders, and the City & County of San Francisco Committee on Information Technology.
Jaime Minor, Chief Advocate
Based in California's state capitol, Jaime Minor serves as Blockchain Advocacy Coalition's chief legislative advocate and registered lobbyist. She has fifteen years of state and federal legislative experience ranging from staff for the Speaker of the US House of Representatives and the US Senate Health, Education, and Pensions Committee Chair. She has also led competitive statewide and regional campaigns throughout California. As a Principal at one of the state's top lobbying firms, Niemela Pappas & Associates, Ms. Minor has lobbied on technology and fintech issues for nearly a decade and advocated for BAC since their inception in 2018–securing numerous legislative victories for the industry. She has robust relationships with key Legislators, the Legislative Technology Caucus, and within the Administration.


Alexandra Medina, Policy Advisor
Policy Advisor and Blockchain Advocacy Founder Alexandra Medina has a decade of state and local policy & campaign experience, including serving as the Vice Mayor of Emeryville, CA. She was appointed as an advisory member to the state Blockchain Working Group and served on Governor Newsom's technology transition team. Ms. Medina is also a founding member of the US Blockchain Coalition and specializes in compliance, finance and operations for layer-one blockchain developers.
